No. This is a scoped product and technical decision review, not penetration testing, certification or a guarantee that an application is secure. If specialist review is needed, that becomes an explicit next step.
Implementation is a separate discussion. Availability, scope and any existing professional commitments need to be checked before I accept a project. The review does not require an implementation contract.
